How Much Does Roof Replacement Cost in Los Angeles in 2026?

Los Angeles isn't one roofing market. A permitted tear-off on a hillside tile house and a flat-lot shingle ranch don't price alike, even in the same week.
Search “roof replacement cost Los Angeles” and you'll get five different averages before lunch. Most come without a source, a date, or a description of the roof they priced. A “new roof” price posted in a neighborhood group is rarely the same scope as a permitted tear-off with new underlayment and flashing.
We rewrote this guide in September 2026 and removed the price table it used to carry, because we couldn't source those ranges. In its place is the one published Los Angeles benchmark we could verify, a description of exactly what roof it prices, and the factors that move a real house above or below it. The short answer
There's no honest single price for a roof replacement in Los Angeles. The most useful published reference we found is the 2025 Cost vs. Value Report from the Journal of Light Construction, which puts the Los Angeles job cost of a defined asphalt shingle replacement at $31,871 and a defined standing-seam metal replacement at $51,865 [1]. Your roof can land well above or below those figures depending on its size, material, layers, decking, code requirements, access and what's mounted on it.
When we checked on September 28, 2026, the report's site still showed 2025 figures for Los Angeles. Treat them as 2025 reference points for one specific roof, not as 2026 quotes.
What the benchmark roof includes
Both figures describe specific jobs. Comparing your house to the job is more useful than the dollar amount on its own.

Specs come from the report's project descriptions [2] [3]. The report doesn't price a clay or concrete tile roof, a flat roof or a repair, so there's no published Los Angeles benchmark for those.
What moves a Los Angeles roof above or below the benchmark
Size in squares, and the shape of the roof
Roofers measure roof surface, not floor area. Pitch, overhangs, hips, valleys and dormers all add surface and labor. A simple hip roof like the benchmark is efficient to cover. A cut-up roof with several valleys, a second story and a porch tie-in takes longer per square, even on a smaller house.
Material
Asphalt shingles, clay or concrete tile, metal and low-slope membranes such as TPO each carry different material and labor costs. Tile is heavy and slow to install. If you're switching to tile from a lighter roof, the structure has to be checked: the Tile Roofing Industry Alliance's installation manual requires sheathing that is structurally adequate for the load [4]. Layers and tear-off
Under the California Residential Code, a roof replacement removes the existing layers down to the deck, and a new layer over the old one (a recover) isn't allowed where the existing roof is water soaked or deteriorated, is tile, or already has two or more layers [5]. LA County's reroofing manual lets an existing covering stay only when there's no more than one layer and the deck and framing pass inspection [6]. More layers mean more labor and more disposal.
Decking nobody can see yet
The condition of the sheathing stays unknown until the old roof comes off. Sun, old leaks and past overlays leave soft or delaminated boards. A bid that prices replacement decking per sheet protects you from a surprise change order. A bid that says nothing about it has left the question open.
Code items: cool roofs and fire zones
Energy and fire rules add specific products to some jobs. In the City of Los Angeles, the Department of Building and Safety's express permit bulletin calls for a CRRC-labeled cool roof product when more than 50 percent of a residential roof is replaced, and a Class A roof covering inside a Very High Fire Hazard Severity Zone [7]. Which building department issues the permit
A Los Angeles mailing address doesn't tell you which agency issues the permit. Sunland and Tujunga are neighborhoods of the City of Los Angeles [9], so LADBS handles them. La Crescenta-Montrose is largely unincorporated and falls under LA County [10]. Glendale, Burbank, Pasadena and Alhambra run their own building departments. Each agency has its own fees, forms and inspections, and a complete bid names who pulls the permit.
Solar, skylights and other equipment
Rooftop solar has to come off and go back on, usually by a solar contractor, and LA County's reroofing manual sets rules for reinstalling a rooftop PV system removed during reroofing [6]. Skylights, vents, satellite mounts and HVAC equipment each need new flashing. The benchmark includes two skylights. Your roof may have none, or five.
Access and the site
Two and three stories, steep pitch, hillside lots, narrow streets, no room for a dumpster in the driveway, and landscaping that needs protecting all add labor. None of this shows up in a per-square number, which is why per-square prices quoted online rarely match a real bid.
Why two bids on the same house can be far apart
If a quote is one line, “new roof,” you don't have a quote. You have a conversation starter. Line bids up against the same scope:
- Tear-off to the deck, with the number of existing layers stated
- Disposal and haul-away
- Decking replacement priced per sheet
- Underlayment type, plus membrane at valleys and penetrations where used
- New flashing at walls, chimneys, skylights, pipes and valleys (any flashing being reused should be named)
- Drip edge and a ventilation plan
- The exact covering: brand, product line and color, and a cool roof listing if the permit requires one
- Permit and inspections, and who pulls the permit
- Solar detach and reset, if it applies, and who does it
- Manufacturer warranty and any workmanship warranty, in writing
- The payment schedule
The lowest total often reflects a smaller scope: reused flashing, no decking allowance, or an overlay where the code calls for a tear-off. Ask what each bid leaves out before you compare totals.
Payment and contract rules in California
California caps the down payment on a home improvement contract at $1,000 or 10 percent of the contract amount, whichever is less [11]. Later payments should track completed work. Check the contractor's license on the CSLB website before you sign, and make sure the business name on the license matches the name on the contract [12]. If they ask for half down, hang up covers the other red flags.
Can insurance or a rebate lower the cost?
Insurance pays for damage from covered perils, not for a roof that wore out. The California Department of Insurance lists wear and tear and maintenance among perils generally not covered, and windstorm among those generally covered [13]. When a claim does apply, the policy type matters: replacement cost pays to replace without deducting depreciation, while actual cash value pays the current market value [14].

How to budget before you ask for bids
- Find your building department: the City of Los Angeles, LA County, or your own city.
- Count the layers. Look at the roof edge, or ask during the inspection. Two or more means a tear-off.
- Check whether the house sits in a fire hazard severity zone, and whether more than half the roof is being replaced. Both can add required products.
- Choose the material, including whether to keep and reinstall sound tile.
- List what's on the roof: solar, skylights, HVAC, satellite mounts.
- Hold a reserve for decking, since its condition stays unknown until tear-off.
- Get at least two written bids with the same scope, then compare.

Why is a tile roof replacement priced differently from shingles?
Tile is heavier, slower to install and easier to break during work. If the existing tile is sound, it can often be reinstalled over new underlayment, which changes material costs. If you're switching to tile from a lighter roof, the structure has to be checked for the load.
Can I put a new roof over my old one to save money?
Only in limited cases. The California Residential Code doesn't allow a recover over a roof that's water soaked or deteriorated, over tile, or over a roof that already has two or more layers. Your building department and the new product's listing also have to allow it.
Do I need a permit to replace my roof in Los Angeles?
Plan on it. The agency depends on where the house is: LADBS in the City of Los Angeles, LA County Public Works in unincorporated areas, or your own city's building department in places like Glendale, Burbank and Pasadena. Your contractor should name who pulls it in the bid.
Does a cool roof cost more?
It depends on the product. In the City of Los Angeles, a residential replacement of more than half the roof calls for a CRRC-labeled cool roof product under the LADBS express permit rules, so it's part of the scope either way. CRRC-listed cool products exist in shingle, tile and membrane lines.
How much should I pay up front?
California caps the down payment on a home improvement contract at $1,000 or 10 percent of the contract amount, whichever is less. Later payments should follow completed work.
Will homeowners insurance pay for a new roof?
Only when a covered peril, such as a windstorm, caused the damage. Wear and tear and lack of maintenance are generally excluded. Whether a claim pays replacement cost or actual cash value depends on the policy.
